A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:20 on Wednesday, December 8, 2010
Councilors Present: President Ross in the Chair. All Councilors Present.
Clergy:Father Oscar Pratt, Holy Name Church, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

1652 Message and order authorizing the Department of Innovation of Technology to enter into a contract for a period of up to eight years for the procurement of software licenses, implementation services and maintenance and support of a computer aided dispatch system and a records management system. 1661 Communication from the Assistant City Clerk notifying the City Council that a vacancy has occurred for City Councilor for District Seven for the remainder of the term. Placed on file.
1479 Councilor Murphy, on behalf of the Committee on Public Safety, submitted the following: On the message and order, referred on October 27, 2010, Docket #1479, authorizing Police Commissioner to accept and expend a grant of $96,250.00 from the Massachusetts Department of Mental Health under the FY2011-FY2012 Jail Diversion Program Grant, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1545 On the message and order, referred on November 17, 2010, Docket #1545, authorizing the Police Commissioner to accept and expend a grant of One Million Six Hundred Fifty Thousand Dollars $1,650,000.00 from the Massachusetts Executive Office of Public Safety’s Senator Charles E. Shannon, Jr. Community Safety Initiative Grant, for the purpose of supporting strategies to address youth, gang and gun violence, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1549 On the message and order, referred on November 17, 2010, Docket #1549, authorizing the Police Commissioner to accept and expend the FY11 Funds to Increase Crash Reporting to Enhance Highway Safety Planning and Programming grant of $287,500.00 from the Executive Office of Public Safety and Security used to identify a sustainable, cost-effective process for transmitting crash reports to the Registry of Motor Vehicles in a timely fashion, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1550 Councilor Murphy, on behalf of the Committee on Public Safety, submitted the following: On the message and order, referred on November 17, 2010, Docket #1550, authorizing the Mayor to accept and expend the Commonwealth of Massachusetts Federal FY2007 Citizen Corp Program grant of $13,800.00 to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response and recovery, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1551 On the message and order, referred on November 17, 2010, Docket #1551, authorizing the City to accept and expend a grant of $16,200.00 form the U.S. Department of Homeland Security (DHS), Citizen Corps Program (CCP) to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response and recovery, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1595 Councilor Ciommo, on behalf of the Committee on Ways and Means, submitted the following: On the message and order, referred on December 1, 2010, Docket #1595, authorizing the City to increase the amount of the 41C Elderly Property Tax Exemption that pursuant to Massachusetts General Laws Chapter 59, Section 5 Clause 41C, the City of Boston elects to increase the minimum exemption amount from $500.00 to $750.00, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1614 On the order, referred on December 1, 2010, Docket #1614, that pursuant to Chapter 40, section 56, the residential factor in the City of Boston for FY2011 shall be the minimum residential factor as determined by the Commissioner of Revenue pursuant to M. G. L., Chapter 58, section 1A, and be it further that pursuant to Chapter 403 of the acts of 2000, a residential exemption in the amount of value equal to thirty percent (30%) of the average assessed value of all Class One-Residential parcels in the City of Boston be, and hereby is approved for Fiscal Year 2011, the Committee submitted a report recommending the order ought to pass. 1594 Councilor Linehan, on behalf of the Committee on Economic Development and Planning, submitted the following: On the message and order, referred on December 1, 2010, Docket #1594, approving the issuance of tax exempt bonds in the principal amount not to exceed $55,000,000.00 from the Boston Industrial Development Financing Authority (BIDFA), for the project to be located at 800 Huntington Ave, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1543 Councilor Connolly, on behalf of the Committee on Environment and Health, submitted the following: On the message and order, referred on November 17, 2010, Docket #1543, authorizing the Commissioners of the Public Works Department and the Property and Construction Management Department, and the Directors of the Public Facilities Department and the Environment Department to accept and expend a grant of Five Million Dollars ($5,000,000.00) (grant includes the value of the rebates and equipment) from NStar for the purpose of promoting energy efficiency and energy savings to various public buildings infrastructure projects, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1544 Councilor Connolly, on behalf of the Committee on Environment and Health, submitted the following: On the message and order, referred on November 17, 2010, Docket #1544, authorizing the Commissioners of the Public Works Department and the Property and Construction Management Department, and the Directors of the Public Facilities Department and the Environment Department to accept and expend efficiency rebates and the donation of equipment from NSTAR for the purpose of promoting energy efficiency and energy savings to various public buildings and infrastructure projects, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1478 President Ross moved to adopt the minutes from the December 1, 2010 meeting. Motion prevailed. Communication was received from Councilor Yancey to Council President Ross, regarding his objections to the proceedings of the City Council on December 1, 2010 meeting which resulted in a vote to remove City Councilor Turner. Councilor Arroyo, on behalf of the Committee on Labor, Youth Affairs, & Human Rights, submitted the following: On the message and order, referred on October 27, 2010, Docket #1478, authorizing Boston Centers for Youth & Families to accept and expend a grant of $805,568.00 from the Commonwealth of Massachusetts for the purpose of supporting the Summer Jobs for At-Risk Youth Program (Youth Works), the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1662 Councilors Linehan, Ross, Pressley, Arroyo, Ciommo, Connolly, Feeney, Murphy, Yancey and LaMattina offered the following: Order approving a Petition for a Special Law re: repealing the sunset clause for the preparation of certain ballots in the City of Boston. Adjourned at 1:20 p.m. on motion of President Ross in memory of Felicita Oyola, Norman Piacenza, Theresa Grifoni, Denise Long, Robert Cunningham and Elizabeth Edwards, to meet again for a meeting on Wednesday December 15, 2010 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on December 9, 2010.
