The Office of New Bostonians was established in 1998 to meet the needs of the growing and changing immigrant and newcomer communities in Boston. The ONB's mission and objectives were formed through a democratic process that included dialogues across immigrant groups in Boston. Its mission statement reads:
"Our purpose is to strengthen the ability of immigrants and the diverse cultural and linguistic communities of which they are a part to fully participate in the economic, civic, social and cultural life of the City of Boston, and to promote the commemoration and public understanding of the contributions of immigrants."
 

To carry out its mission, the ONB is anchored by the following objectives:
  • To strengthen the relationship between diverse cultural and linguistic communities and the city by improving the ability of these communities to access city services.

  • To assist the city to reach and serve diverse cultural and linguistic communities and create a model of a welcoming multicultural city.

  • To assist diverse cultural and linguistic communities in understanding how city government works and how to participate in it.

  • To promote leadership development and community building in diverse cultural and linguistic communities.

  • To strengthen the ability of diverse cultural and linguistic communities to participate fully in the economic life of Boston.

  • To target attention and resources to particularly vulnerable groups including women and children, youth and the elderly.
